Rosemère adopts its five-year capital investment program for 2027–2031: Responsible Investments for a Sustainable Future
At its meeting on July 6, Rosemère Town Council adopted a five-year capital investment program (PQI) for 2027–2031. Under the PQI, $79.1 million in investments are planned over the next five years, 90% of which will be dedicated to the renewal and maintenance of municipal infrastructure. This long-term vision will help the Town of Rosemère continue enhancing its municipal assets, meet the evolving needs of the community and ensure the long-term viability and quality of the services provided to residents.
Adopting the PQI midway through the calendar year gives the Town a head start on its projects and the steps involved in their implementation, including the enactment of borrowing by-laws and the launch of open tendering procedures. This approach promotes more efficient project delivery while allowing the Town to secure more favourable market pricing.
In addition, planning investments over a five-year horizon represents several advantages for the Town. “The five-year timeline allows us to schedule major projects more strategically, maximize funding opportunities through available grant programs and evaluate the financing options available to us so we can make the most of every dollar invested,” said Rosemère Mayor Marie-Elaine Pitre.
Responsible financing of capital investments
The majority (58%) of investments to be made under the PQI are earmarked for water and wastewater infrastructure, including the rehabilitation of the water distribution and stormwater systems, upgrades to the drinking water treatment plant and improvements to pumping stations.
Of the total investments in the program, 45% will be funded by government grants and other non-debt sources. The infrastructure fund established by the Town in 2020 and financed through the special infrastructure tax will help cover a portion of these investments, stabilize debt levels and debt servicing costs, and limit the tax burden on residents.
Projects for 2027
Several projects will be completed or initiated in 2027 in line with the priorities outlined in the Town’s strategic plan. These include three major projects aimed at improving municipal services and enhancing residents’ quality of life:
- Construction of a new community centre
At the July 6 meeting, Rosemère Town Council adopted its first Housing Policy, which will guide residential development for the next 20 years. In keeping with this vision and the needs identified through a broad consultation held in spring 2026, Town Council aims to see the development of a multi-family complex with affordable, multigenerational housing on the site of the existing community centre. As part of this plan, a new multipurpose centre will be built in the heart of the town to offer an expanded range of community, cultural and recreational activities to the population.
- Stormwater rehabilitation work in the Charbonneau Street sector
This work will involve upgrades to stormwater infrastructure to improve runoff management in this area and rehabilitate the Charbonneau duck pond. This will help increase the water retention capacity in the sector, thereby strengthening its resilience to heavy rainfall and reducing the risk of flooding.
- New bicycle path on Grande-Côte Road
This project will be carried out in several phases. Phase 1 will be coordinated with the construction of the future community centre, while Phase 2 will see the development of a bike path between the train station and De l’Église Street. Subsequent phases will be determined through future infrastructure and active mobility planning.
