Express your views on April 27: Public consultation on the PPU Concordance Bylaws
On April 27, the Town of Rosemère will hold a public consultation, in accordance with the Land Use Planning and Development Act, to present the concordance bylaws for the Special Planning Program (PPU) for the regional hub. Residents are invited to attend and share their views on these bylaws. Topics to be covered will include greening, regulations regarding multi-level parking, as well as criteria related to mobility and environmental performance.
“Citizen participation is essential to transforming this key area into a living environment that meets residents’ needs while reflecting our values. The regional hub is part of Rosemère’s DNA and we want this development project to live up to our collective vision,” said Marie-Elaine Pitre, mayor of Rosemère.
Preparing for the Public Consultation
On March 23, the Town held an information evening to present an overview of the concordance bylaws. We encourage participants in the public consultation to watch the recording of this event and review the concordance bylaws available on the citizen portal at https://citoyen.ville.rosemere.qc.ca/project-ppu.

To participate in the public consultation, citizens must provide their name and address by email to communications@ville.rosemere.qc.ca or by phone at 450-621-3500, ext. 1249, by April 23.

Submission of briefs
Citizens may submit briefs on the draft concordance bylaws, by email to communications@ville.rosemere.qc.ca no later than April 17, at 5 p.m.

Since the final adoption last October of Bylaw 800-06, which amends Rosemère’s urban plan to incorporate the Regional Hub’s Special Planning Program (PPU), concordance bylaws have been developed. These concordance bylaws consider all the conclusions of various studies conducted by the Town as well as discussions with the community to ensure sustainable and balanced development of this strategic sector of Rosemère.
About the PPU
The Special Planning Program (PPU) is a component of the Urban Plan that allows for greater precision in the planning of certain strategic sectors. In the context of bylaw 24-02 of the Thérèse-De Blainville MRC, which came into force on January 21, 2025, this PPU establishes the guidelines that will steer the development of the regional hub towards 2040.
