Following the municipal election held on Sunday, November 2, 2025, the Town of Rosemère is proud to announce the composition of its new municipal council, whose mandate will extend until 2029.

Congratulations to the elected officials who will have the honor and responsibility of representing the citizens of Rosemère over the coming years:

The Town of Rosemère wishes to thank all voters who took part in the democratic process and made their voices heard.

Please note that these are preliminary results and remain subject to the verifications and timeframes provided by the electoral law. The results will be officially confirmed in the coming days, following the period allowed for filing a request for judicial recount.

We are currently taking applications from individuals aged 16 or older to add to our list of election staff for voting day on November 2 and advance polling on October 26, 2025.

 

The positions to be filled are the following:

  • Deputy returning officer
  • Poll clerk
  • Member of the identity verification panel.

Anyone wishing to apply for one of these positions must complete the application form available in the left-hand ‘'Download’' section and submit it either:

Successful applicants will be contacted in early autumn.


All successful applicants will be legally required to take an oath of office and may not, from that time forward, engage in any partisan work for a given candidate or political party.

ARE YOU ELIGIBLE TO VOTE?

To be able to vote in the general election on November 2, 2025, you must meet the legal definition of an “elector.” In other words, you must:

  • Be entered on the list of electors;
  • Be a natural person of the age of majority on election day;
  • Be a Canadian citizen on election day;
  • Not be under curatorship or legally unable to vote on election day.

AND meet one of the following conditions:

  • Be domiciled in Rosemère and have lived in Quebec for at least six months;
  • Be, for at least 45 days prior to election day, the sole owner of a property or the sole occupant of a business establishment located in Rosemère, and apply in writing to the Town to be added to the list of electors by the specified deadline;
  • Be a co-owner or occupant with a power of attorney signed by a majority of co-owners.


An elector may be entered on the list of electors once in one capacity, as determined according to the order of preference specified by law.

ENTRY ON THE LIST

To be able to exercise your right to vote in the November 2 election, your name must appear on the municipal list of electors. This list will be filed by October 3 and available on request through the office of the returning officer.


DISTRIBUTION OF REGISTRATION NOTICES

Please note that in the coming days, you will receive a registration notice containing the information listed on the electoral roll. This notice will be delivered directly to the door of every residence in Rosemère.

Upon receiving this notice, please ensure that your name is listed and that your contact information is accurate. If you find that you are not registered, that there is an error, or that someone is registered at your address but no longer lives there, you can ask the Review Board to make the necessary corrections.

Non-domiciled electors may submit either an application to be registered on the municipal list of electors or the required power of attorney to the returning officer. Any such paperwork must be received by September 28 to be processed by the returning officer. After this date, and until October 17, all requests of this nature will be referred to the board of revisors.


APPLICATION TO ALTER THE LIST OF ELECTORS (ENTRY, CORRECTION OR REMOVAL)

If the notice of entry you receive does not contain your name, if there is a mistake in the information it contains or if someone who no longer resides at your address is listed, you can submit a request to the board of revisors to make the necessary corrections.

Requests of this nature must be submitted in person to the board of revisors by the elector, the elector’s spouse or parent, or a person living at the same address. In exceptional circumstances, a request to remove an elector from the list may be submitted by a person living in the same polling subdivision.

 

BOARD OF REVISORS HOURS

The board of revisors will sit at Rosemère Town Hall (100 Charbonneau Street) at the following dates and times:

  • Tuesday, October 14, 9 a.m. to noon
  • Thursday, October 16, 1:30 p.m. to 4:30 p.m., and 5 p.m. to 8 p.m.
  • Friday, October 17, 1 p.m. to 4 p.m.

If, by the end of the nomination period, there is more than one candidate in the running for mayor or any or all of the six council positions, an election will be held. The voting process will then take place as follows:

 

MOBILE POLLING


An elector with reduced mobility or who is unable to move about for health reasons may vote in advance at a mobile polling station if the following conditions are met:

  • The elector must be identified as a domiciled person on the list of electors.
  • The elector or the elector’s informal caregiver must submit an application to the returning officer to vote through a mobile polling station by October 17, 2025.

An elector with reduced mobility or who is unable to move about for health reasons who is domiciled at a nursing home (CHSLD) and who has not submitted an application as described in point 2 above may be eligible to vote in advance at a mobile polling station if they request to do so.

An elector who serves as an informal caregiver for another elector as defined above may vote at the same mobile polling station if they are registered on the list of electors in the same polling subdivision.


Mobile polling will take place on Friday, October 24, from 9 a.m. to 6 p.m.

ACCESS TO POLLING STATIONS FOR PEOPLE WITH REDUCED MOBILITY

Polling stations will be accessible to all electors, including people with disabilities, on both advanced polling and election days. Additionally, the Réseau de transport métropolitain (Exo) will provide adapted transport service for people with disabilities. Exo reminds users that they must be registered with the paratransit service first, and that they must book their Sunday trips no later than 4 p.m. on Friday.

TRANSPORTATION FOR SENIORS

A special taxi service will be available to adults aged 65 and older on advanced polling and election days. A cab will pick them up at their home and drive them to the assigned polling station. Those interested in making use of this service must register with the Community Services Department at least five business days in advance so that the request can be processed by Exo:

COMPULSORY IDENTIFICATION


To exercise your right to vote, you must show your face to the deputy returning officer and identify yourself with one of the following documents:

  • Health insurance card issued by the Régie de l’assurance maladie du Québec;
  • Driver’s licence or probationary licence issued by the Société de l’assurance automobile du Québec;
  • Canadian passport;
  • Indian status card;
  • Canadian Armed Forces identification card.

An elector who cannot confirm their identity by presenting one of these documents will be directed to an identity verification panel where they will have to prove their identity as required by law.

 

BALLOTS

Rosemère is not divided into electoral districts, so all qualified electors in the town vote to elect the entire council. Each elector will receive a ballot for every position to be filled. If all of the positions on the town council are up for election, each elector will receive seven ballots (one for the position of mayor and six for each position of councillor).


ANNOUNCEMENT OF ELECTION RESULTS


The results of the election will be announced by the returning officer on Sunday, November 2, 2025, in the town council chambers at 100 Charbonneau Street, once all of the votes have been tallied. 

Residents can follow the election results in real time on the Town of Rosemère’s website as of 9 p.m. 

You may be eligible to vote if you have been the owner of a property or the occupant of a business establishment located in Rosemère since at least September 18, 2025.


Following are a few examples of situations that may entitle you to vote:

  • Owner of an apartment building;
  • Co-owner of a cottage or a second home;
  • Tenant of a commercial space.

To exercise your right to vote, you must submit the appropriate documentation to the office of the returning officer by email or postal mail, using the contact information indicated below.


The form to be completed will vary depending on the situation:

  • Co-owners of a property or co-occupants of a business establishment: Only one person from among all the co-owners or co-occupants can be designated to be entered in the list of electors; this must be done by completing form SMR-9.1. 
  • Sole owners of a property or sole occupants of a business establishment: This requires a completed SMR-9.2 form.

Your form must be submitted to the office of the returning officer by September 28, 2025, in order for it to be processed by the returning officer. Any forms received after this date will be referred to the board of revisors. 

All submitted applications and powers of attorney will remain in effect until replaced or withdrawn. If you wish to replace or withdraw an existing application or power of attorney, please contact the returning officer.

PRIOR AUTHORIZATION


To solicit contributions, incur expenses or contract loans, political parties and independent candidates must first obtain the authorization of the Directeur général des élections du Québec and appoint an official agent and an official representative as required by law. For independent candidates, this authorization may be obtained through the returning officer, under the authority of the Directeur général des élections du Québec.

 


CONTRIBUTIONS


Only electors residing in Rosemère may make monetary or in-kind contributions for political purposes. No one elector may contribute more than $100 to a given party or candidate. An additional $100 contribution is allowed during a general election. A candidate may make an additional contribution of up to $800 for their own benefit or for the benefit of the party for which they are running. Every contribution of more than $50 must be made by cheque, credit card or bank transfer and be payable to the order of the official representative of the authorized party or the independent candidate, or the person designated in writing by the official representative.

 


CONTROL OF ELECTION EXPENSES


The official agent of the party or independent candidate is responsible for controlling election expenses. Only the official agent may incur or authorize election expenses. The amount of these expenses is limited by law based on the number of names on the list of electors.

WHO CAN RUN FOR OFFICE?

Any individual who is entitled to be on the list of electors and who is a resident of Rosemère on the date of their nomination may run for office.


HOW TO RUN FOR MAYOR OR TOWN COUNCIL

Any eligible individual can run as a candidate for mayor or councillor by filing nomination papers with the office of the returning officer at Rosemère Town Hall, at 100 Charbonneau Street, between September 19 and October 3, 2025. An appointment is required in accordance with the following schedule:

• September 19 to October 2, 2025: Monday to Thursday, 8:30 a.m. to noon, and 1 p.m. to 5 p.m.; and Friday, 8 a.m. to noon

• Friday, October 3, 2025: 9 a.m. to 4:30 p.m. (no breaks).


Nomination forms are available on the Town’s website.

Candidates must make an appointment with the returning officer to retrieve a preparatory information kit and to file their official nomination papers. This can be done either by email at presidentdelection@ville.rosemere.qc.ca or by phone (450-621-3500, ext. 1287).


Political parties must be authorized by the Directeur général des élections du Québec prior to the filing of any nomination papers.
