Future of the Regional Hub: More Than 360 Survey Entries to the Consultations on the Regional Hub Special Planning Program
The Town of Rosemère indicated that one of the key steps in the public consultation process regarding the special planning program (PPU) for Rosemère’s Regional Hub has yielded positive results. In all, over 360 survey entries registered to weigh in on various aspects of the process, which shows an outstanding degree of civic and stakeholder engagement with regard to the future of this strategic area of the town.
This remarkable level of involvement extended to each of the complementary aspects of the consultation process, with nearly 125 residents attending the in-person consultation on June 3 at Externat Sacré-Cœur, just over 200 residents contributing to the online consultation that was ongoing until June 11 and some 35 representatives of the business community sharing their insights during meetings with Town personnel.
A rich exchange of ideas and perspectives
“This response shows how much Rosemerites care about their town,” said Mayor Eric Westram. “Their input will help us come up with a PPU that reflects the aspirations of our community while remaining consistent with our ‘Naturally Responsible’ strategic plan. As a result, we will be able to transform this commercially focused area into a sustainability-minded, inclusive multipurpose living environment where the quality of life we are so proud of can thrive. The Town is committed to ensuring a transparent dialogue at every step of the process.”
These conversations have brought some very promising ideas to the fore about several core aspects of the future PPU, namely those aimed at:
- Creating a holistic, inclusive and human-scale living environment
- Ensuring high-quality parks and green spaces
- Developing a safe and interconnected active transportation network
- Fostering a harmonious mix of residential, commercial and service-oriented uses
- Preserving and promoting what makes Rosemère special
- Reducing heat islands and adapting to climate change.
Residents also voiced legitimate concerns related to traffic, infrastructure capacity and the architectural integration of future developments. These concerns will be taken into consideration as the PPU is being drafted.
Next steps in the process
Based on the results of this first phase of consultation, Rosemère’s Town Council will continue to work on the PPU, bearing in mind the following milestones:
Summer 2025: Analysis and integration of feedback
The Town’s team will review all of the contributions made by residents and stakeholders and incorporate them into a draft PPU. The public consultation report will be made public in the coming weeks. They will also work in the results of the analysis of the technical studies currently underway on infrastructure capacity and economic impact in order to include these considerations in the thought process concerning land use planning.
August 2025: Adoption of the draft PPU
Town Council will adopt a preliminary version of the PPU that will reflect the aspirations expressed during the consultations and take into account the priorities of the MRC de Thérèse-De Blainville and the Quebec government.
September 2025: Formal public consultation
As specified in the Act respecting land use planning and development, a public consultation meeting will be held to present the draft PPU to the public. This will be an opportunity for residents to familiarize themselves with the contents of the full version of the document.
Fall 2025: Adoption of the PPU
After taking into consideration the comments made during the formal consultation, Town Council will proceed with the official adoption of the PPU. Following this, the Town’s urban planning by-laws will be amended to ensure they comply with the new PPU.
2026 and beyond: Implementation
The adopted PPU will then serve as a blueprint for the redevelopment of the Regional Hub over a 40-year timeline. Any subsequent development will have to comply with the priorities and goals of the PPU and will be subject to thorough scrutiny.
