Rosemère Adopts a Five-Year Capital Investment Program for 2026–2030

During a special meeting of Rosemère Town Council on July 7, a five-year capital investment program (PQI) was adopted for 2026–2030. Under the PQI, a total of $98.3 million in capital expenditures are planned, 75% of which will be dedicated to infrastructure upgrades and maintenance. This long-term perspective will allow the Town to address current and future needs more sustainably while continuing to ensure the quality of municipal services. 


Planning investments over five years instead of three, which is the required period under the law, helps the Town carry out projects over a more balanced timeline, be more efficient in securing funding and enjoy more flexibility to revise priorities when unforeseen circumstances arise. This long-term approach to investing will allow the Town to plan more intelligently today for large-scale projects to be carried out in the coming years while respecting taxpayers’ ability to pay, both now and going forward.


In an ongoing effort to ensure the Town’s finances are managed wisely, the PQI adoption timeframe has been moved ahead this year. “We usually adopt this program in December, but we’ve done it in July instead, which will make it possible to approve borrowing by-laws and launch public RFPs earlier in the year so we can get better prices,” explained Rosemère Mayor Eric Westram.


Investments guided by a responsible and sustainable management approach 

A majority of these investments will be earmarked for infrastructure work, which will focus on water and stormwater system rehabilitation, the water treatment plant and wastewater pumping stations. 


Some 38% of the capital investments will be funded by non-debt sources such as government grants, third-party contributions, the working capital fund and the park fund. In keeping with its “Naturally Responsible” vision, the Town is committed to maintaining a stable level of debt by prioritizing projects based on the contents of its strategic plan and stepping up efforts to obtain external funding. The ultimate goal of this approach is to limit the burden on taxpayers while continuing to pursue long-term development objectives. 


Projects for 2026

Among the projects that will be carried out or started in 2026 to improve the quality of life of Rosemerites will be the following: 

  • Stormwater system rehabilitation — Bordeaux sector
  • Road repairs on Northcote Street
  • Work on the bicycle path linking Roland-Durand and René-A.-Robert Boulevards
  • Creation of pickleball courts.
