At the municipal council meeting held on August 18, the Town of Rosemère gave notice of motion and adopted the first draft by-law amending the urban plan (By-law 800-06) to integrate the new Special Planning Program (PPU) for the regional hub (Appendix 4 of the urban plan). The Council also adopted a resolution requesting an extension until July 2026 from the Ministry of Municipal Affairs and Housing (MAMH) for the adoption of the concordance urban planning by-laws.
This new SPP proposes an overall vision for the redevelopment of this strategic sector. This vision aims to transform the regional commercial hub into an inclusive, sustainable, and high-quality living environment. The project will enable a mix of commercial and residential uses, promote the greening of the sector, and offer the potential for approximately 1,400 to 2,000 new housing units, thus meeting the growing needs of all generations.
"The municipal council is formalizing its redevelopment vision for a key sector that is essential to the well-being of its community and the entire region. We want to create a dynamic living environment that respects Rosemère’s identity while addressing today’s challenges, such as housing and ecological transition. Our responsible approach stipulates that no construction permits will be issued if the various studies show that the infrastructures cannot support the new units or if economic viability is not achieved," said Eric Westram, Mayor of Rosemère.
Meaningful Citizen Participation
With the aim of achieving social acceptability for this large-scale project, the Town of Rosemère conducted a broad consultation process in spring 2025, including meetings with landowners, a citizen public consultation, an online consultation, and a participatory workshop with the business community. Approximately 360 contributions were collected through these various activities. It should be noted that reflection on this strategic sector has its roots in public consultations conducted from 2018 to 2023 as part of the urban planning vision.
Mayor Westram added, “Listening to the concerns expressed by citizens during these consultations, we retained that the community supports the redevelopment of the sector, provided that population growth is moderate and that traffic mitigation measures are planned, while also greening the site, which currently constitutes a heat island.”
Next Steps
September 10, 2025, at 6:30 p.m. – Public consultation on the PPU at the Rosemère Community Centre (202 Grande-Côte Road). This meeting will include a presentation of the PPU to the public, as well as a question-and-answer and discussion period. Details regarding participation procedures (registrations) and the submission of briefs will be communicated shortly.
October 1, 2025 – Final adoption of By-law 800-06 amending the urban plan to integrate the PPU for the regional hub, during the municipal council meeting.
Fall 2025 to Winter 2026 – Development of the concordance urban planning by-laws.
Spring 2026 – Adoption of the draft concordance urban planning by-laws by the new municipal council (following the November 2, 2025 election).
Spring 2026 – Public consultation on the draft concordance urban planning by-laws, as provided for by the Act respecting land use planning and development.
Spring/Summer 2026 – Final adoption of the concordance urban planning by-laws.
A Two-Stage Approach to Facilitate Citizen Participation
The municipal council has chosen to proceed in two distinct stages: the amendment of the urban plan to integrate the PPU for the regional hub, and the adoption of the concordance urban planning by-laws. This approach will ensure a smooth transition and allow for consideration of the results of the various ongoing studies (economic, traffic, and infrastructure capacity) to redevelop the regional hub in a responsible manner that reflects Rosemère’s character.
The concordance urban planning by-laws that will be developed will take into account all conclusions from these studies in order to ensure sustainable and balanced development of this strategic sector. Furthermore, as mentioned, they will be subject to a public consultation as required by the Act respecting land use planning and development.
About the PPU
The Special Planning Program is a component of the Urban Plan that provides more precise planning for certain strategic sectors. In the context of By-law 24-02 of the MRC Thérèse-De Blainville, which came into force on January 21, 2025, this PPU establishes the guidelines that will direct the development of the regional hub through to 2040.
