The Regional hub’s PPU officially adopted: A vision for Rosemère's future!
The municipal council adopted last night the by-law amending the urban plan (by-law 800-06) to integrate the new Special Planning Program (PPU) for the regional hub. This adoption marks an important milestone in the redevelopment of this strategic sector.
This PPU is the result of a lengthy reflection process that began in 2018 and was enriched by extensive public consultation in spring 2025, which gathered some 360 participations. The public consultation held on September 10 led to adjustments that reflect community concerns. Notably, commercial requirements on the ground floor were reduced from 50% to 40% to allow for greater flexibility in mixed-use projects. In addition, a height gradation was integrated with a 200-meter protection zone from Bouthillier Boulevard where heights will be limited.
A structuring project for Rosemère
The redevelopment of the Place Rosemère sector represents a major issue for the economic, social, and environmental vitality of the Town. This sector represents an important component of the municipal tax base, and its redevelopment will energize local and regional economic activity.
Positive benefits for the entire community
Beyond the contribution to municipal finances, this project will bring concrete benefits for residents and business owners. Greening the sector will improve quality of life and reduce the effects of Rosemère's largest heat island. Mixed-use development will create a dynamic living environment and increase traffic for local businesses. The new housing units will help meet the diverse needs of the population, allowing residents of all generations to find a living environment that suits them in Rosemère.
Work continues
This adoption represents the end of a first stage. The new municipal council to be elected on November 2, 2025, will continue the work with the development and adoption of concordance zoning by-laws over the next six months. These by-laws, which will concretely translate the PPU vision, will be subject to public consultation in spring 2026, in accordance with the Act respecting land use planning and development.
This approach will allow for the integration of ongoing study findings (economic, traffic, and infrastructure capacity) to ensure responsible development of the regional hub. No building permits will be issued if the infrastructure does not have the capacity to serve the new units and if economic viability is not assured.
About the PPU
The Special Planning Program (PPU) is a component of the Urban Plan that allows for greater precision in planning certain strategic sectors. In the context of by-law 24-02 of the MRC Thérèse-De Blainville, which came into force on January 21, 2025, this PPU establishes the guidelines that will guide the development of the regional hub through 2040.
