The Town of Rosemère Publishes Full Report on the Participatory Process for the Special Planning Program (SPP) - Regional Hub
The Town of Rosemère is proud to release the full report on the participatory process related to the Special Planning Program (SPP) for the Regional Hub, which took place in May and June of this year. This comprehensive document presents a thorough synthesis of the ideas, comments and proposals collected during various consultation activities, which generated close to 360 survey entries.
The report highlights the key elements that will guide the development of the SPP. These include a strong desire to move beyond the status quo in order to create a greener, more sustainable area that is better integrated into the urban fabric, as well as the aspiration to develop a regional destination that primarily serves local needs. The community also expressed a clear priority for increased greening to mitigate the urban heat island effect, along with the promotion of intergenerational diversity, including relatively affordable housing options.
“The quality and depth of the contributions received speak to the strong connection Rosemerites have with their town and their vision for balanced development. The report we are releasing today reflects both the aspirations and concerns expressed by our community. While these inputs will need to be further analyzed by our qualified municipal teams for feasibility, they will certainly influence the municipal council’s thinking as we move forward with drafting the SPP,” stated Mayor Eric Westram.
Concerns Taken Into Consideration
Participants also raised legitimate concerns, notably regarding potential pressure on infrastructure and public services, increased traffic, and the possible impacts on commercial vitality in other parts of Rosemère. These issues will be carefully reviewed during the upcoming stages of the SPP’s development.
A Comprehensive Participatory Approach
The participatory process included several complementary components: a meeting with landowners in the area on May 26 (7 participants); an in-person public consultation attended by nearly 125 residents on June 3; an online consultation that gathered over 200 contributions from June 3 to 11; and a business community workshop held on June 11, which brought together just over 25 representatives.
Next Steps in the Project
The Town of Rosemère will now continue developing the SPP by conducting a detailed analysis of the feedback received and incorporating it into the preliminary version of the plan over the summer of 2025, in parallel with the completion of technical studies. The municipal council intends to adopt the preliminary plan in August, followed by a formal public consultation in September, in accordance with the Act respecting land use planning and development. Final adoption of the SPP is expected in fall 2025, with a phased implementation beginning in 2026. The plan will guide the redevelopment of the Regional Hub over a 15-year horizon, through to 2040.
