Special Intervention Zone
Following the major floods that
occurred last spring, the provincial government issued an order-in-council to
establish a special intervention zone (which they refer to as ZIS, for zone d'intervention
spéciale). This zone takes into account
the comments received at the public meetings held last July 4 in the 16 regions
of Québec concerned. A moratorium on the construction of
new buildings and the reconstruction of buildings destroyed by flooding is therefore
now in effect for municipalities within the ZIS. It should be noted that the
ZIS applies to the area flooded during the 2017 and 2019 spring floods and targets some 0-20-year floodplains, as defined by the Government of Québec.
